Why Duterte was against Binay's documents at debate

CEBU CITY - Davao City Mayor Rodrigo Duterte said his problem with Vice President Jejomar Binay bringing documents to Sunday's Cebu leg of the presidential debates wasn't about the United Nationalist Alliance (UNA) candidate referring to it for his notes.
“The problem is if he begins to introduce documents tapos hindi authenticated. So we are confronted with a piece of paper and we cannot respond… Walang authentication,” Duterte said after the PiliPinas Debates 2016 at the University of the Philippines Cebu on Sunday night.
The Davao City mayor said that some of the documents Binay brought involved the bank secrecy law and reports from the Commission on Audit (COA).
“Do not confront me with a COA report that is in your possession. Ang dapat diyan, may somebody from COA who will introduce the documents and that will prove the authenticity,” Duterte added.
The debate was delayed for more than an hour after Binay was not allowed to bring his notes to the podium a few minutes before expected broadcast at 5 p.m. His son former Makati Mayor Junjun Binay said the notes were actually documents to prove his innocence in the allegations being hurled at him.
Former Interior Secretary Mar Roxas was the most strenuous objector to the Vice President using his notes during the debate.
The Binay camp said it had sought and gotten permission from TV5 news and public affairs head Luchi Cruz-Valdes, who said she did not know that it was against the agreed-upon rules by the Commission on Elections and the candidates.
Binay brought the documents to the podium, but was barred from using them early in the event. He ended up barely using his notes throughout the debate. —JST, GMA News
