The 60/40 Constitutional Restrictions and the Business of Poverty

While Noynoy feigns surprise about charter change, the Philippine left raises bogeymen.

A typical question raised by the left is this – “Does the Philippines really need a cha-cha to amend the constitutional restriction of 60/40 equity rule to attract FDIs or is this just a pretext for a more sinister motive like the permanent military basing of US military forces in the Philippines?”

Belmonte and Enrile were very clear – the amendments are limited to the economic provisions. PERIOD.

Having 60/40 makes sense to MIGRANTE – without ofws walang mapapagkwartahan ang migrante

Having 60/40 makes sense to Satur Ocampo and Walden bello – walang mapag-jujunketan kung lahat ng trabahante nasa pinas lang

Having 60/40 makes sense to BAYAN and KMU.
Habang may monopoly ang oligarchs.. Iigting ang polarization at tuloy ang recruitment para sa mga union at militant organizations
Pag maganda ang ekonomiya – why put up with unions? Deduction lang yan sa paycheck na walang pakinabang.

Having 60/40 makes sense to ABS-CBN. Maraming story line na makukuha sa paghihirap ng mga manggagawa, magsasaka at OFW, at maraming mahihirap na makikipagsapalaran sa wowowee. Mahirap nang magpalabas ng mga teleserye na nagpapakita ng ibang mga tema na maaring magturo sa mga manoonood kung paano makaahon sa kahirapan.

Having 60/40 makes sense to SM.Tiba tiba sila sa consumer spending mula sa mga palamunin ng mga OFWs. At dahil walang kompetisyon – kahit walang kwenta ang binibenta wala namang mapagpipilian – di rin pwedeng isoli. Kaya richest man sa Pilipinas si Mr Henry Sy.

Having 60/40 makes sense to MERALCO. Sila lang pwedeng makapag-operate ng electric utility – kaya kahit walang ilaw at koryente, tumataas pa rin ang bills mo.

Having 60/40 makes sense to DSWD, PHILHEALTH, DOH, DTI, DA, DAR, DECS, DOE. Dahil maraming mahirap, makakahirit sila ng mas maraming subsidy – na lalong magpapahirap sa mga nagbabayad ng buwis.

Having 60/40 makes sense to most Congressmen and Senators. Dahil maraming mahirap, makakahirit sila ng mas maraming pork barrel – na imumudmod nila sa mga palamunin.

Habang patuloy ang 60/40 – patuloy ang “poverty reduction” government programs na walang epekto sa kahirapan ng mamamayan subalit nakabubuti sa cash flow ng mga supplier ng gobyerno – Petron, Globe, Meralco, BPI at ang mga samut saring korporasyong naglilipana sa Makati Business Club.

Having 60/40, does not make sense to taxpayers and consumers who have to sweat their ass out when there are better jobs and services out there – but which is being prevented from coming in by the predatory protectionist constitution of the Philippines

Poverty is big business – at the expense of the poor.

Buti na lang tanga, walang buto, at walang utak ang mga palamuning pinoy, tuloy ang ligaya.
